OpenAI launches “OpenAI for Countries” program to build democratic AI
I’ve been tracking some big moves in the AI infrastructure space, and this one caught my attention. OpenAI just announced a new initiative called “OpenAI for Countries” that aims to help governments build local AI infrastructure and customize AI tools for their specific needs.
The company is positioning this program as a way to “spread democratic AI” around the world. In other words, they want countries to choose Western AI models (specifically OpenAI’s) instead of competitors from China or other nations with different approaches to AI governance.

What is OpenAI for Countries?
OpenAI for Countries is essentially a partnership program where OpenAI will work directly with governments to:
- Build in-country data center capacity to support data sovereignty
- Provide customized versions of ChatGPT for citizens
- Implement security and safety controls for AI models
- Create national startup funds to seed local AI ecosystems
This initiative is part of OpenAI’s larger Stargate project, which began with massive AI infrastructure investments in the United States. According to the company, they plan to pursue 10 international projects initially, though they haven’t specified which countries will be involved yet.
Why is OpenAI doing this?
The timing isn’t random. There’s growing global competition in AI infrastructure, with different countries developing their own approaches to AI governance and deployment.
OpenAI CEO Sam Altman wrote in the announcement, “This is a moment when we need to act to support countries around the world that would prefer to build on democratic AI rails, and provide a clear alternative to authoritarian versions of AI that would deploy it to consolidate power.“
The business angle is clear too. By helping countries build local infrastructure, OpenAI can expand its global reach while addressing common concerns about data sovereignty and customization needs.
How will it be funded?
Funding will come both from OpenAI and from the governments in each participating country. Partner countries would also invest in the global Stargate Project, creating what OpenAI describes as a “global, growing network effect for democratic AI.”
According to Bloomberg reporting, OpenAI for Countries may leverage infrastructure from the Stargate project, which is reportedly set to expand beyond the US. There’s also speculation that funding might come from Stargate investors, which include Oracle and SoftBank.
What this means for the AI landscape
This move signals that AI infrastructure is becoming a major focus for countries worldwide. As AI becomes more central to economic growth and national development, having local, custom-built infrastructure is increasingly seen as a strategic necessity.

For businesses and users in participating countries, this could mean better access to AI tools that are tailored to local languages and cultural contexts, with data stored locally rather than overseas.
